Would using another dns on my computer although the dns on the router is fixed to the crappy ISP dns make a difference?

My ISP uses a crappy DNS server that goes down at random hours of the day and unfortunately, their router changes the DNS back to it whever I attempt to change it. Would changing my computers DNS to something like 8.8.8.8 or 1.1.1.1, make a difference?
