Does a name server require domain name or can it just be IP Address?

I’ve run my own name servers for about 5 years (Bind9 on Alpine Linux). They currently have A records for their domain name, ns1.example.com ns2.example.com and my upstream registrar has appropriate Glue records. Why is my TXT record not working? I added the record onto my existing @ TXT record on AWS. Followed instructions on how to add 2 values onto one record. I hopped on Klaviyo support and then even said everything looked good (I sent a screenshot of my route 53 AWS). The other value is working.
