Are secondary dns servers almost always swifter than the primary servers?

Surprised to see 149.112.112.112 being faster than 9.9.9.9 with/in Quad9DNS Same applies to 8.8.4.4 vs 8.8.8.8 1.0.0.1 vs 1.1.1.1 202.83.24.6 vs 202.83.24.2 (my ISP) 204.97.212.10 vs 199.2.252.10 (SprintLink ns3 versus ns2) Secondary servers are consistently faster!
