Can ISP know what domain I visit even on DoH?

Hi, I’m using cloudflare DNS over HTTP’s with some setup and ensured dns requested are encrypted now but I do still get domain is blocked issue with my ISP.. Hey Guys, this is probably a dumb question, but i don’t understand why, even though, google dns’s IP is 8.8.8.8, when i go to dnsleaktest.com to check the IP it shows something like 74.125.47.130. Which checks out as a google dns IP obviously, but why is it a different IP?

Transparent DNS redirect (read: “censorship”): could it use whitelisting, not blacklisting?
